If standard potential is a negative number, does this mean the reverse process is spontaneous, where electrons flow from right to left instead of left to right?

Yes, it means that the reverse process is spontaneous...

Yes. I am pretty sure that it means that the reverse is spontaneous. If positive, then the forward is spontaneous.

When a reaction is spontaneous and the delta G is negative that means that free energy is available and not required in order for the forward reaction to occur.
