What is the difference between cell potential and standard cell potential?

Standard cell potential is the difference in reduction potentials between the cathode and anode when the reaction is occurring at standard conditions (1 M and 1 bar). Cell potential is when the reaction is occurring at conditions other than standard, and it changes when concentration changes, whereas standard cell potential is a fixed value.

To add on to this, we can calculate the cell potential under nonstandard conditions using the Nernst equation.

if there is the word standard before anything, it is referring to the standard conditions that must be met (1M, 1 atm, and 25 degrees Celcius)
