given the equation $2Ce^{4+}+3I^{-}\rightarrow 2Ce^{3+}+I_{3}^{-}$ how can you tell how many moles of electrons are being used?

Use Appendix 2B: look for reduction half reactions that involve the species listed in the problem and determine which two (one containing Ce4+/Ce3+ and one containing I-/I3-) you can use that when combined and balanced would produce the given overall reaction. You can determine the moles of electrons used when you are balancing the half equations in preparation for combining them into the overall reaction
