Water in Cell Diagrams

How come the cell diagram in 6L.3 part d leaves out water? Is there ever a time we should include water, or any liquid, in a cell diagram?

Water should always be left out of cell diagrams

The water doesn't affect the charge of any substance in the half reactions. It isn't participating in neither the oxidation or reduction so it is left out.
