Oxidizing Power

If something has high oxidizing power, does that mean their standard reduction potential is high?

Yes. If it has a high standard reduction potential, then it means reduction is favored. The species being reduced is the oxidizing agent, so something that is strongly favored to be reduced would be a strong oxidizing agent.

If something has oxidizing power, it itself is being reduced. If something has HIGH oxidizing power, the potential for itself to be reduced is also HIGH. Therefore, it's standard reduction potential is high.

Yes, if something has oxidizing power then that is the same as saying it is a strong oxidizing agent.
Oxidizing agent is the same as what is being reduced.
If it is good at being reduced then it would have a high or more positive reduction potential.
