A negative standard cell potential means that the reduction of that species is not spontaneous. This means that it is spontaneous when oxidized. Cell potential of a galvanic cell should be positive because this means that the reaction is spontaneous and does not need any external sources for the reaction to proceed.
You can think of a galvanic cell as a battery. When the standard cell potential is negative, the cell's battery is essentially dead and would need an external source of power to keep it running. When it is positive, it doesn't need this source of power since the reaction is spontaneous (which is why a positive cell potential corresponds to a negative delta G.
