Yes, because the E value represents the reduction potential, flipping it represents the oxidation potential. The higher reduction potential will be the cathode, while the flipped oxidation reaction will be the anode.

If you are asked to find the standard potential after figuring out which is the cathode however, do NOT change the sign on the potential value if you are using Ecell= Ecathode- Eanode

You can determine which one is the cathode and which one is the anode by subtracting one from the other, and whichever order of numbers gives you a positive E cell, then the number on the left was the cathode and the one on the right is the anode.

YEs, the more positive E potential would be the cathode while the more negative E potential would be the anode.

Yes, a higher E value means that its is a very strong oxidizing agent, meaning that it is the cathode as it is reduced.

Yes, you want your cell potential to be positive. Therefore, the largest value will be the cathode. Keep in mind the formula, Ecell = E cathode - E anode.

Yes, the cathode is always (I think) the highest Epotential and the lowest one is the anode.
