How do we determine the potential voltage differences on the inside and outside of the cell?

There are a couple ways to approach a problem that asks the question you are asking, but I believe problem 6.61 can illustrate how to determine potential voltage differences. The question requires you to utilize the equation I have attached below to get a range of potentials. If you take a look at the problem, I hope that you are able to answer your own question :)

Mathematically, we can solve for the potential difference by utilizing the equation that solves for cell potential. The ratio of the K value would be (the number of ions outside of the cell)/(the number of ions inside of the cell).
Electrically, the potential difference between any two points can be measured by inserting an electrode at each point (inside and outside, for example), and connecting both electrodes to the leads of a specialized voltmeter.
