Can someone explain the answer to part A?

I'm guessing the question asks about the cathodic protection of TItanium. So basically, the cathode is where reduction occurs (gain of an electron). They're basically asking about corrosion. You want to avoid the corrosion of titanium by coating it with another metal that is more corrosive/reacts more easily and acts like an anode. Metals like Zinc and copper are good examples of this.
