Metal as solute

How can you predict if a metal will dissolve in solution? Is it solely dependent on potential?

You know the metal will dissolve in solution if its redox reaction cell potential is more negative than the other reaction's cell potential.

If a metal has a more negative reduction potential then it is more likely to be oxidized. therefore, it will be more likely to dissolve compared to the one that has a more positive reduction potential.
