Kinetically controlled reaction

How do you know when a reaction is kinetically controlled?

Under kinetic control- 1)The product proportion reflects the relative rates of formation of the processes. 2)The reaction can be under kinetic control before equilibrium conditions are established.


Under thermodynamic control- 1) The product proportion reflects the relative free energies of the products.(that is the thermodynamic stability. 2) The reaction is under thermodynamic control when equilibrium conditions are established.

If the reaction can be under kinetic control before equilibrium conditions are established does that mean the same can be said for during the time it's at equilibrium?
