What do they mean by unique rate of the reaction? Can someone define this for me, cause all I got was the numerical value of rate of O2 formation in the solutions manual.

The unique rate for the reaction aA + bB -> cC + dD is -(1/a)(delta [A]/delta t) = -(1/b)(delta [B]/delta t) = (1/c)(delta [C]/delta t) = (1/d)(delta [D]/delta t)
Dr. Lavelle explained it in the first kinetics lecture, but didn't explicitly call it the unique rate law.

The unique rate of reaction is the general rate of (for example) $\frac{-1}{a} \frac{\Delta [A]}{\Delta t} = \frac{1}{b}\frac{\Delta [B]}{\Delta t}$
when $A \rightarrow B$
This rate of reaction takes into account the coefficients of the reaction.
