Are catalysts always included in rate laws or only sometimes? And why?

I mean catalysts definitely affect the rate by changing the reaction mechanism when, in case, it is actually present. So I believe it is included when it is present and not included when it is not. But from further reading I've seen that it is included in the rate constant when the constant is actually constant, meaning only the concentration of reactants can be changing.
