what does the problem mean when referring to the unique rate of reaction?

The unique rate of a reaction is the rate of appearance/disappearance of any of the species in a reaction divided by their stoichiometric coefficient. Coefficients are not taken into account for an average rate.

You can use this to find the rate of decomposition or formation of the reactants and products by dividing or multiplying their molar coefficients respectively.
