Do rate laws depend on the stoichiometric coefficients of the reactants in the balanced chemical equation?

No they do not. You can find the exponents of rate laws by comparing the rates of two reactions, or they will be given in an experimental rate law.

no the only way to find the rate law is with experimental data, not the equation on its own

it is a common misconception that they are. However, the stoichiometric coefficients are not used in the rate law. It should always be given or we will have experiments to use them.

I was told by my PLF that they are used only for elementary step rate laws
