Why does the second part of the reaction count towards the overall rate of the reaction? If the second part is fast, then why would it be counted because the first part is the slow part, which decides how fast the reaction occurs.

Step 1 NO + Br2 → NOBr2 (slow)
Step 2 NOBr2 + NO → NOBr + NOBr (fast)

The rate will generally correspond to the slower reaction because that will govern the rate of the overall reaction. In this case, the rate of the slow reaction is rate = k[NO][Br2] which matches the answer.

The second part is not counted. The rate of reaction is determined by the slow reaction.
