Determining 2 Unkowns

Is it possible to determine rate law if there are 2 unknown variables? If so how?

Since you need 4 variables for the rate law, I think the only way to solve for 2 unknowns is if there is some relationship between the 2 variable (ie being able to set up a system of equations).
