15.19 (a)
While calculating for the order of reactant C I found that the rate 457 divided by the rate 50.8 is 8.996. I'm assuming that because there's no other way to solve the problem and get a whole number and because experimental data won't usually be precise it's ok to round up to 9, but is there anything that should be done if a less round-able value was found?

If the number that you get does not easily come out to a number that can easily round to whole number, it is likely that you have made an error in calculations. If you get an answer like that, make sure you go back and check your work.

Yes it is okay to round up to 9.
When you take the ratios of the concentrations you should get 3.
Then we solve for n in 3^n=9 which is n=2 making this second order.
