So the pseudo rate law just allows easier analysis of the effect of one reactant. In this case, the other reactant(s) are in high concentration that they can be considered constant, and so k[high conc. reactant] is k'

Pseudo rate law is just a method used to simplify second order reactions that have more than one reactants. You basically take one reactant in a very high concentration, so the second reactant seems insignificant compared to it and doesnt have a big impact on the rate law of the equation. Therefore the reaction can technically behave like a first order, though practically it is a second order reaction. Its done to make calculations easier.

How would we know if the reactant is in excess? Would that be told to us or would we just have to ballpark it based on looking at the concentration?
