Integrated Rate Law

How do you know whether to use the exponential decay 1st rate law or the regular integrated rate law? For example, in the 6th edition 15.25.

I believe that the regular integrated rate law usually works with problems that have set concentrations and a set amount of time, where you are manipulating known variables to solve for an unknown in the problem. I believe the exponential decay formula you are referring to might be a derivation/manipulation of the regular integrated rate law. What is the exact formula you are referring to?
