What does it mean to turn a second order reaction into a pseudo-first-order reaction?

A reaction which is made first order by increasing or decreasing the concentration of a reactant is a pseudo first order reaction.

Are pseudo reactions made by having significantly high concentrations of other reactants so that they are essentially constant? Hence why they're pseudo?

You can do this by saturating the concentration of one of the reactants to the point where any subsequent increase in it will no longer affect the reaction rate. This will, therefore, relate any new change in the reactant rate to an increase in the other reactant, creating a pseudo-first order reaction.
