Waves and Particle Behavior

How can we understand the fact that tiny particles like photons behave both as waves and particles? This seems to contradict Einstein's equation (E=hv) that connects a particle's energy to its frequency. How do these two ideas fit together?

Particles are very very small things, and can be just about anything. Particles make up waves, and photons specifically travel in waves - so essentially photons (a type of particle) are traveling in waves - they themselves are not necessarily waves
