Pre Equilibria

Is H20 included in pre equilibria approach? Like in problem 101 b, why was H20 not included in the answer?

It wasn't included because it acted as the solvent

To add on to that, since it is a solvent for the reaction, the concentration of water is in excess and therefore would not have a contribution to the rate of the reaction.
