When do we know to use the pre equilibrium approach?

The pre-equilibrium approach is used to find an expression for the rate of product formed. It is used when the first step of the reaction is the faster step. This is in contrast to the steany state method in which the first step is the slow step. Furthermore, the pre-equilibrium approach is used when an intermediate is formed.

do we do pre equilibrium basically any time the slow step is not the very first step?
