In the solution manual, it states that one of the intermediates is a chloride ion. I was wondering how the chloride ion gets removed if the other reaction only shows a neutral chlorine atom.

This might have to do with the fact that the chlorine ion is a conjugate of a strong acid so it would remain neutral in a solution.
