You basically solve this as you would a regular rate law with multiple steps. You cancel out the species/structures that are products in one equation and thus used as reactants in the others. These are your intermediates. The catalyst is not consumed in the reaction and is therefore present in the beginning and the end. In this case, it is the hydroxide ion. The intermediates that are cancelled out are RC(=N-)OH and RC(=NH)OH. This leaves the overall reaction of RCN+H2O yields RCONH2
