Pre Equilibrium Approach Question

For the example we used in class for the pre-equilibrium approach involving the reaction of NO and O2 to form 2NO2, the coefficient (2) was taken into consideration due to the unique rate law rule. I was curious as to whether that was necessary to solve other pre-equilibrium approach problems, as the resultant ratio of constants using that is 2k1k2/k'1, as opposed to solving the problem without using the 2 and having the answer simply have k2*K1 (where K1 is equal to k1/k'1).
