I am confused on how intermediates play a part in rate laws. I thought that intermediates cannot be included in rate laws? If so, why is HoBr included in the rate law for step 2 in part b of this question?

Intermediates cannot be included in the rate law of the overall reaction.
In Step 2, the rate law is just for that reaction and for that reaction, the concentration of HOBr plays a role in its rate law.

Intermediates are not included in the overall rate law.
