$K = \frac{k_{forward}}{k_{reverse}}$

At equilibrium, would the rate constants of the forward and reverse reactions be equal?

no, although K=k1/k1' that doesn't mean that k1=k1'

Nope forward and backwards are different. K = k1/k2. If k1 = k2 K would always = 1.

No it depends on your Big K = to small k 1 over small k -1.

The actual rates would be equal, but not the rate constants
