### 6th edition 15.101

For this question, it asks you for the rate law based on the mechanism of the reactant. I understand why we have to substitute in for the [HClO] because it is an intermediate but the final rate law the solutions has is : rate = (K2)(K1/K1') [ClO-][I-]/[OH-]. Why can we leave OH- in the rate law expression when it too is an intermediate?
