Both the textbook and my discussion concluded that the answer for 7.11 is the second step. However, one of the TA review sessions concluded that the rate-determining step is step 1. Which step is the slowest and how do you get to that conclusion?

It should be step two. However, the N2O2 in step 2 is intermediate, so you need to use step 1 and the constant rate law to replace the intermediate with the two NOs in step one to get the same rate law as given.
