Pre Equilibrium Method

If given a reaction that has a slow step as a later mechanism, if the fast step before is not at equilibrium can you still use this method?

if the fast step preceding the slow step is not at equilibrium, you cannot directly apply the steady-state approximation method.

Yes you can definitely still use this methods because the overall reaction is determined by the slow step and not the fast step (which is called the rate determining step). You can use the method to determine the kinetics of the reaction.
