The photoelectric effect says that when light shines on a metal under certain conditions, electrons can be released from that metal.

Photoelectric effect is the frequency of the photon and whether that frequency is sufficient enough to knock electrons into being ejected and producing kinetic energy. It relates to metals because the light shines on the piece of metal and the electrons are ejected from the piece of metal.
