Question 1B.15 Part B

In this question it states "no electrons are emitted from the surface of the metal until the frequency of the radiation reaches 2.50*10^16 Hz. How much energy is required to remove the electron from the metal surface?" We were also given velocity in this problem. I figured this question meant we would have to find the work function considering that's the energy required to remove an electron from the surface of a metal but the solution manual used E=hv. Would both methods be correct?

E = hv is the energy of a photon. The energy of the incoming photon must match the work function in order for an electron to be removed from the surface of the metal. I think then E = hv would be the same as the work function.
