you dont, frequency allows you to find the energy of the proton but you would need to be given velocity or kinetic energy to find the work function.

If you have the frequency of the photon, you can get the energy of the photon by E=hv. Then if the kinetic energy of the electron is 0, you can get the work function=energy of the photon.

This would be a multi step problem. First to use the equations E=hν and C=λν , if they gave you the frequency of the photon. Then once you have that information you could solve for the work function if they provided you with the kinetic energy of the ejected electron. Then you could use all the known information and the equation: energy of light(photon) = work function( threshold energy) + kinetic energy( excess energy). So once you calculate the energy of the photon then use that information to find the work function if they gave you the kinetic energy of the ejected electron then you could solve for it.
