How do electrons have wave-like properties, but at the same time have particle-like behavior?

Electrons (aka light) is seen as a wave due to the fact that it can behave like a wave, in which light can reflect, diffract, etc. just like a wave. In the photoelectric effect, if light were to react exactly like a wave, simply increasing the intensity of a wave (increasing its energy) would allow for the photoelectric effect to occur. But it only occurs if the frequency of the wave increases, which increases the amount of energy a photon has.
