Creating Lewis structure.
How can we distinguish whether we should use double bonds or add a pair of electrons when we start building our Lewis structure?

You will use a double bond if you find that
1. you ran out of electrons while placing electrons, therefore you need to share some of them
2. you can get a better (lower) formal charge by making a double bond
