Question: How does one determine if a compound has delocalized electrons?

Answer: Lone pair and pi can be delocalized provided one does not have strange bonding like a C with five bonds. Also never push towards sp3 Carbon. Basically, lone pairs can be delocalized as long as it does not violate any fundamental principles of Chemistry.
