Enantiomer and racemic mixture

Question: If a dextrorotatory compound and a levorotatory compound have the same value but opposite signs, then arent all enatiomeric pairs racemic mixtures?

Answer: If an equimolar mixture of an enantiomeric pair is dissolved in a solvent, then yes it will be a racemic mixture. If one were in higher concentration than the other, then the solution as a whole will rotate plane-polarized light.
