Does 10 inches of snow equal 1 inch of rain?

I read somewhere a while back that 10 inches of snow equals 1 inch of rain. If so, how does that work?

Sometimes. The ratio of snow to rain depends largely on the temperature outside. As temperatures are cooler (20 degrees F), the ratio of snow to rain tends to be more towards 1:20 (inches) and as temperatures are warmer (35-40 degrees F), the ratio of snow to rain tends to be more towards 1:5 (inches). This is all due to the amount of moisture present; the ideal temperature of the 10:1 ratio is around 30 degrees F.
