which one has a higher boiling point, and why

NH3 because it can form hydrogen bonding while PH3 can't so NH3 will have the strongest intermolecular forces which means its boiling point will be highest

NH3 would have a higher boiling point because the nitrogen forms bonds with H. Remember that for intermolecular forces it goes from Van der Waals, dipole-dipole to H-binding as the strongest.
