Uncertainty

I was wondering if when using the uncertainty equation, you only use the +- value, for example +- 5, the delta P would be 10?

Yes because the uncertainty is both directions around the given velocity. A velocity of 10 +- 5 m/s will be anywhere from 5 to 15 m/s, so the uncertainty is 10 m/s.
