At what level is a light able to alter a particle's position? Such as the baseball and electron example. What size is when the light beam per se is able to physically alter the location of an electron?

It's not the size of the light beam that matters. If we consider light to act like particles, then each individual photon interacts with electrons and can thus alter the electron's path. This is why we must use Heisenberg's Uncertainty Principle.
