Are d orbitals considered valence electrons?

If you were to remove the first 4s atoms in a transition metal in the fourth period, I understand that the 3d electrons would come next. But, are these considered valence electrons? Like does iron have 2 valence electrons or 8?

It would be much harder to remove all the 8 valence electrons therefore the s orbital would be removed first followed by the d as they are the outermost orbital
