Since the question is asking for the amount of orbitals in subshells with l equaling a certain number, does that mean we are looking for the magnetic quantum number?

yes, so 2.17 is asking how many total magnetic quantum numbers within a subshell (l) there could be. It would be from -l to positive l, including 0.
