Which of the following are true for many-electron atoms? If false, explain why.
c) Electrons having l=2 are better at shielding than electrons having l=1.

Why exactly is this false and how does the value of Zeff work?

What most affects shielding is the quantum number n as these are related to the shells and more number of shells will allow you to shield the effects more.

This is false because electrons that have l=2 are in the d-orbital, so its angular momentum is larger than that of l=1, which is the p-orbital. This means that the electron doesn't get as close to the nucleus in the d-orbital, having less shielding than the p-orbital.
Zeff is the effective nuclear charge.
