What does degeneracy of an orbital mean

Electron orbitals that have the same energy levels are called degenerate orbitals.

To add on, if orbitals have the same l value, they are said to be degenerate

Degeneracy of an orbital refers to "same energy level". Degenerate" refers to a set of orbitals.

The degeneracy of a 3p orbital, for example, would be 3 because that is the amount of orbitals inhabiting it.

Would a 3p orbital have the same energy level as a 4p orbital? Would these two be considered degenerate?
