I just don't understand how to go about c.

"How many values of ml are allowed for an electron in a 3p subshell?"

For an electron in the 3p subshell:
n=3 (3rd principal energy level)
l=1 (p subshell)

Since ml can have values of -l, -l+1,..., l-1, l, the only possible values of ml would be -1,0,1.
