Textbook problem 2A.13 part b

For Cl+, would the electron be removed from the 3s orbital? Also, just for my curiosity, would this leave Cl+ with an electron configuration of [Ne] 3p6?

No, the electron is removed from the outermost orbital which is 3p. And since a Cl+ ion would be removing an electron, the electron configuration would be [Ne] 3s23p4
