Electrostatic Potential Energy

I was wondering if electrostatic potential energy relative to (q1)(q2)/r had an importance besides proving that outer electrons have a nuclear charge.

You are correct that electrostatic potential energy proves that outer electrons have a nuclear charge. However, I believe that it is also important to know what happens when the distance between them increases or decreases. For example, this formula may help you see the relationship between two elements in the periodic table. Other than this, I do not think we will actually be tested on calculating the charges.
